Wave Completion Receipt

Wave Completion Receipt is the closing artefact a Buildability Wave produces. It records the wave number, the requirements that cleared, the founder signoff payload, the lineage hash over the inputs, and the platform signature. Downstream consumers verify the receipt the same way they verify a Buildability Receipt — POST it to /api/buildability/verify-receipt.
