Verify Receipt

Verify Receipt is the trust on-ramp for downstream consumers. POST the JSON receipt and the verifier resolves the signing key, checks the ed25519 signature, decides whether the receipt counts as a Wave completion, and returns the result. Unsigned, malformed, or placeholder receipts return counts_as_wave7_completion=false. The endpoint is open and rate-limited like every public read tool.
