The middle extraction tier: sections, figures, headline claims. Default for papers that clear a viability threshold.
Tier 2 Standard adds parsed sections, figure metadata, and a typed claim set on top of Tier 1. It is the default for papers that score above the daily viability threshold. The output feeds the Paper Pack envelope, the Viability Breakdown rationale, and the evidence pack used by Build Loop. Standard tier is the workhorse.
