Tier 1 Light is the baseline pass every paper gets at ingest. It captures the title, abstract, author list, categories, and the arXiv identifiers. No section parsing, no figure extraction. Light tier is enough to compute a coarse viability score and decide whether to invest the heavier Tier 2 or Tier 3 budget on the paper.
