Workspace Operator is the orchestrator inside a Workspace. It plans which research threads to spawn, queues document proposals for human approval, and enforces the workspace's Run Policy. The operator never writes to the workspace directly; every change is proposed and approved through the Workspace Memory OS event log so the audit trail stays intact.
