A callable action exposed over MCP. Each tool has a typed input schema, output schema, and capability binding.
An MCP Tool is one named, typed action an agent can invoke: search_signal_canvas, get_buildability_receipt, submit_build_attempt, etc. Inputs and outputs are validated against the contract schemas, and every successful call is receipt-backed so downstream consumers can verify provenance.
